37 vs. 73 is the difference between a stump and a tower.

In Vancouver, BC, no office building is permitted to have a 40th floor, let alone 50 or 60. There is a 37 story RBC and more recently, the Stack-office-tower. In contrast, Seattle has a 76 story office tower.
